The relevance of continuing research in the field of planning defines the purpose and the choice of the theme of this article. The purpose of research is to create an emergency action plan for the population of Zaporizhzhia region. For the development of an emergency action plan, the data of medical institutions are used. Theoretical and methodological basis of the study were ge­neral scientific, special scientific and philosophical methods: historical, logical, methods of description and comparison, analysis and synthesis, simulation, and statistical method. The result of scientific work was the creation of an emergency action plan for the population of Zaporizhzhia region in terms of organizing and providing emergency medical care, medical triage of victims and medical evacuation according to purpose, prevention of complications, disability, mortality and lifesaving. The problematic issues of the functioning of the organizational and legal planning mechanism in the Ukrainian Emergency Medical Service, unfortunately, remain not sufficiently developed. ER -
